Our government partners are working to address pressing challenges facing their communities. Experienced leaders want to leverage their skills and experience for meaningful change. We bring them together through an executive fellowship program that increases the capacity of local governments to work more effectively for communities.
Over 12 to 24 months, FUSE Executive Fellows are embedded in local government agencies. Working in partnership with local leaders, they bring new approaches, diverse perspectives, and lift up community-based solutions. To accelerate fellows’ impact, we provide training and capacity building in change management, human-centered design, government operations, and other important topics.
Bentonville, AR Building a Stormwater and Floodplain Framework and Implementation Plan to Support Resilient Growth
The City of Bentonville is working to translate rapid growth into safer neighborhoods and long-term infrastructure resilience by advancing a comprehensive, data-driven stormwater and floodplain framework. The FUSE Executive Fellow will lead cross-departmental coordination to establish a clear citywide stormwater framework and move forward a coordinated implementation strategy that aligns infrastructure planning, land-use policy, parks integration, and regional coordination to reduce flood risk and support resilient development. This is a two-year fellowship, with Year One focused on discovery, framework development, and initial implementation, and Year Two focused on scaling solutions and embedding sustainable watershed management practices within City operations.
Centerton, AR Building a Downtown Economy through Data-Driven, Strategic Growth
The City of Centerton is working to translate rapid residential growth into a more vibrant, economically sustainable downtown by expanding local amenities, supporting small businesses, and guiding intentional commercial development. The FUSE Executive Fellow will help the City build a data-driven community and economic development strategy that aligns market intelligence, planning priorities, and community engagement to proactively attract and retain desired businesses. This is a two-year fellowship, with Year One focused on discovery, strategy development, and early implementation, and Year Two focused on scaling solutions, expanded strategy implementation, and embedding sustainable practices within City operations.
Centerton, AR Stormwater and Floodplain Systems Modernization
The City of Centerton, Arkansas, is experiencing rapid growth, placing increasing demands on its stormwater and floodplain management systems. The FUSE Executive Fellow will support the City in modernizing these systems by strengthening internal processes, improving inter-agency coordination, and building sustainable capacity for stormwater permitting and compliance. Over two years, this fellowship will help Centerton improve service delivery, reduce risk, and embed resilient stormwater management practices that can keep pace with continued growth. They will also participate in the floodplain management permitting process and other stormwater compliance review activities.
Fresno, CA Growing a Vibrant Economic Ecosystem in Downtown Fresno
The City of Fresno’s anticipated high-speed rail station and soccer stadium have the potential to be transformative anchor attractions in the Downtown and Chinatown neighborhoods. The FUSE Executive Fellow will support this effort by advancing the stadium’s construction and coordinating additional commercial and residential investment in the surrounding area. This work will help Fresno promote economic development and inclusion in these communities.
Fresno, CA Strengthening Pathways to Family Economic Mobility
Fresno County is working to strengthen economic mobility by improving how health, education, and workforce systems align to support families. In partnership with the Cradle to Career (C2C) Initiative, the FUSE Executive Fellow will develop a countywide strategy and integrated framework to support more coordinated, effective implementation across cross-sector partners. This is a two-year fellowship, with Year One focused on discovery, framework development, and initial implementation, and Year Two focused on scaling solutions and embedding sustainable practices within County operations. Los Angeles, CA Advancing Renewable Energy Affordability Strategy
Los Angeles County is working to strengthen how it advances renewable energy affordability by improving how internal systems and policy engagement support clean energy deployment. The FUSE Executive Fellow will develop a countywide strategy for renewable energy affordability and regulatory engagement to support more coordinated, effective implementation across the Chief Sustainability Office. Ultimately, this work will expand access to reliable, cost-effective clean energy and strengthen long-term outcomes for communities across Los Angeles County.
Los Angeles, CA Aligning Utility Transformation with Ratepayer Affordability and Equity
The City of Los Angeles’ Office of Public Accountability (OPA) is working to ensure that large-scale utility modernization and infrastructure investments deliver affordability, transparency, and equitable benefits for ratepayers, particularly those most vulnerable to rising energy and water costs. The FUSE Executive Fellow will help OPA strengthen customer-centered oversight by advancing economic analysis, affordability program evaluation, and benefits realization strategies tied to major infrastructure investments. This has the potential to be a two-year fellowship, with Year One focused on discovery, strategy development, and foundational analysis, and Year Two (if desired) focused on deepening implementation influence, scaling effective solutions, and embedding durable oversight practices within OPA.
New York, NY Expanding Equity and Excellence Across the DEP Meter-to-Cash Customer Experience
New York City’s Department of Environmental Protection (DEP) is working to enhance the customer experience by better understanding and serving resident needs through more efficient processes. The FUSE Executive Fellow will work to collect and integrate customer feedback, optimize processes, and create new tools and methodologies for the Bureau of Customer Services (BCS) to support short-term and long-term implementation success. Within BCS, the Executive Fellow will lead the initiation, exploration, and potential implementation of new strategic projects, as well as identify future roadmap project activity. Ultimately, this work will help DEP provide a more equitable experience to its customers, increase operational efficiency, and improve accessibility for all DEP customers.
Rogers, AR Delivering Missing-Middle Housing through Small-Scale Development
The City of Rogers is working to turn recent missing-middle housing policy and design into tangible housing outcomes that expand access to attainable housing and strengthen neighborhood stability. The FUSE Executive Fellow will help the City launch and scale its Pattern Zones program by aligning local builders, financing partners, local utilities, and internal City workflows to support housing development on a scale that allows anyone to be a housing developer. The fellowship will ensure Pattern Zones integrate with regional growth priorities, creating complete, sustainable neighborhoods. This is a two-year fellowship, with Year One focused on discovery, strategy development, and early implementation, and Year Two focused on scaling impact and embedding sustainable practices within City operations.
Sacramento, CA Supporting California’s Forest Health Goals Through Technology Investments
California is launching a new statewide biomass utilization grant program to reduce wildfire risk, promote sustainable forest management, advance regenerative agricultural practices, and strengthen rural and tribal economies. The FUSE Executive Fellow will work with the California Department of Conservation to design and implement the $50 million initiative by developing inclusive grantmaking strategies, technical assistance models, and long-term evaluation tools that support multiple beneficial uses of forest biomass, including mass timber for low-carbon construction and applications that advance regenerative agriculture. Ultimately, this work will help California build a more climate-resilient future and expand economic opportunity for communities most impacted by wildfire.
San Francisco, CA Advancing Population Health Integration for Efficient Service Delivery
San Francisco is working to strengthen how its public health system delivers coordinated, integrated care by improving how internal systems support population health management and service alignment. The FUSE Executive Fellow will align workflows, clarify roles, and strengthen coordination within and across the San Francisco Department of Public Health’s (DPH) San Francisco Health Network and Behavioral Health Services to support more consistent and effective implementation of population health management strategies.
