ARTHUR BRAY-SIMONS is a results-driven public sector strategy leader with over 10 years of experience partnering with federal and state health agencies to implement complex, high-visibility initiatives from concept to completion. Prior to joining FUSE, Arthur was a change management consultant with Deloitte Consulting’s Government and Public Services practice, where he stewarded hundreds of millions in project funding, developed data-driven solutions to systemic challenges, and built enduring partnerships among government, private sector, nonprofit, and academic teams. Arthur has a bachelor’s in biotechnology with minors in art history and philosophy from the Rochester Institute of Technology, and a master’s in public policy from the USC Price School.
Project
Los Angeles County and FUSE are partnering to advance a “Care First, Jail Last” vision by supporting the closure of Men’s Central Jail through expanded community-based care. The project will develop and implement a comprehensive plan to reduce incarceration and strengthen behavioral health and social service systems. FUSE Executive Fellow Arthur Bray-Simons will coordinate cross-agency efforts, design system improvements, and build stakeholder alignment. Ultimately, this work will shift the County’s justice system toward community-centered alternatives to incarceration.
