Carlos Thomas

2018-2019 | Los Angeles County - Child Support Services Department

Enhancing the Child Support System

CARLOS THOMAS has 25 years of experience in the private, public, and nonprofit sectors helping organizations develop and strengthen their analytics operations. Most recently, he was director of strategic engagement at Southern University in Baton Rouge. Prior to that, Carlos worked with the Louisiana Recovery Corps, where he helped lead technical and analytical efforts to repatriate residents displaced by Hurricane Katrina. Carlos has taught technology and analytics courses at Louisiana State University, Southern University, and the University of Southern California. He holds a Ph.D. and M.S. in information systems and decision sciences from LSU and a Ph.D. in public administration from Tennessee State University. He also has an M.A. in sociology from the University of Memphis and a B.S. from Vanderbilt University.

Project

To ensure that children and families receive the child support payments they’re entitled to, the County of Los Angeles Child Support Services Department uses predictive analytics to anticipate potential gaps and challenges based on demographic data. FUSE executive fellow Carlos Thomas worked to augment CSSD’s predictive analytics capabilities to increase the rate of payment compliance and optimize outcomes for families. Read more
