FUSE Executive Fellow Carolyn Jones

Carolyn P. Jones

2023-2024 | City of New Orleans – Sewerage and Water Board

Increasing Revenue for Sustainable Water Systems

CAROLYN P. JONES is a CPA whose career combines consulting and hands-on financial executive experience, typically for Fortune 500 companies. Her career emphasis has been on creating integrated strategic and financial plans. She has led major financial forecasting efforts that quantified the results of evolving legislation and/or business model change for large and complex companies. Carolyn has also led several major financial turnaround efforts, including for one of the nation’s largest urban school districts.

For the past six years, Carolyn has taught Financial and Business Communications at Tulane University in New Orleans. Carolyn also has an MA in Linguistics/TESOL (Teaching English to Speakers of Other Languages). At Tulane, she worked closely with international students and enjoyed scaffolding her classroom material to meet their unique needs. Carolyn’s ability to identify and match resources to community needs was recognized in her having been named Volunteer of the Year for the State of Texas for Texas Literacy. Carolyn is also Past President and an active Board member for LaTESOL, which educates over 200 teachers annually on the pedagogical best practices for working with English Language Learners.

Carolyn considers herself a lifelong learner and enjoys knowing the difference between an asset and a liability as well as the subtleties that distinguish a gerund from a participle.

Project

New Orleans’ long-term future depends on the City’s ability to invest in water and flood management systems. To expand this critical infrastructure, the Sewerage and Water Board must be able to collect revenue for its services. FUSE Executive Fellow Carolyn P. Jones will build the Board’s ability to sustainably and equitably collect revenue by analyzing the complex dynamics surrounding the issue and developing and implementing a strategic revenue plan.
