Elke Davidson

Empowering Atlanta’s Housing Future

ELKE WOLF DAVIDSON is the President of Davidson Consulting, a business working with nonprofits and public sector agencies in the areas of affordable housing, workforce development, economic development, neighborhood revitalization, equitable development and healthy communities. Davidson provides services in the areas of strategic planning, program design and evaluation, design and management of public/private partnerships and collaboratives, organizational
development and public policy analysis and advocacy.

Since 2000, Davidson Consulting has done projects for cities and Land Bank Authorities, community-based organizations, regional intermediaries, foundations, national trade associations, universities and issue-oriented nonprofits. Davidson worked as the lead consultant with the Atlanta BeltLine Partnership on affordable housing, workforce development, and equitable development strategies. And from 2019 – 2020 Davidson served as the Chair of the City of Decatur Affordable Housing Task Force, developing a strategy for the City to produce and preserve affordable housing over the next decade. She has worked with the Partnership for Southern Equity for several years developing equity plans for local governments, workforce initiatives for green infrastructure projects, and on the integration with EcoDistricts. Both as a consultant and an employee, Davidson brings over 20 years of experience in building, implementing and evaluating programs; designing and managing long-term, multi-stakeholder planning processes; and building organizational capacity to increase impact.

Project

Atlanta is advancing innovative housing solutions to address significant disparities in homeownership rates, with Black families experiencing a 50% lower homeownership rate compared to white families due to historical barriers and past practices. This project focuses on developing and institutionalizing multifamily homeownership programs and down payment assistance initiatives for underserved communities. Through comprehensive stakeholder engagement, actionable strategies, and cross-sector partnerships, Atlanta aims to create sustainable housing solutions that empower historically disadvantaged residents, increase access to housing, and enhance the city’s overall livability.
