KHEVIN PRATT is an innovative strategic thinker specializing in affordable housing development with a big-picture perspective and a demonstrated track record of impactful results. With extensive expertise spanning acquisition, entitlement, financing, development, construction, and management operations, Khevin consistently delivers transformative projects that enhance communities.

In his previous role as the Director of Real Estate Development at SouthEast Effective Development (SEED) in Seattle, Washington, Pratt’s visionary leadership successfully launched the organization’s community development pipeline, a cornerstone of SEED’s ambitious five-year strategic initiative aiming to deliver over 1,000 new affordable housing units. Before his impactful tenure at SEED, Khevin spearheaded a remarkable transformation as the Director of Real Estate Development at Southwest Solutions in Detroit, Michigan, where he assembled and guided a high-achieving team responsible for creating a portfolio exceeding 2,000 affordable multifamily homes paired with vibrant mixed-use commercial spaces.

Pratt has provided expert consulting to seasoned, affordable housing developers nationwide for nearly two decades, offering critical insights into complex mixed-use and multifamily development projects. His deep expertise includes extensive underwriting and structuring sophisticated transactions involving Low-Income Housing Tax Credits (LIHTC), New Markets Tax Credits, Tax-exempt Financing, and Green Financing strategies. Driven by a powerful commitment to public service and equity, Pratt founded J2Housing in August 2022. J2Housing’s mission is clear and ambitious: substantially increasing Washington’s workforce housing supply over the next two decades—particularly addressing the needs of underserved Black, Indigenous, and People of Color (BIPOC) communities and other marginalized working households disproportionately burdened by housing costs. Through J2Housing, Pratt strategically targets Sound Transit-oriented neighborhoods (TON)—developing innovative and beautifully designed multifamily residences with a focus on serving households earning below 60 percent of the Area’s Median Income (AMI).

Pratt’s relentless pursuit of excellence is evident in his robust educational background. He earned his Bachelor of Science in Society and Environment from the University of California—Berkeley and a Master of Science in Real Estate Development specializing in Sustainable Affordable Housing Development from New York University. Pratt is further enhancing his expertise through a dual Master of Science in Finance at Johns Hopkins University and a Doctorate in Business Administration focusing on Public Administration and Government Business Intelligence at Franklin University. Additionally, Pratt is on track to earn his professional designation as a Certified Commercial Investment Member (CCIM) by spring 2026.

In his first year leading J2Housing, Pratt closed on a significant $9.7 million land acquisition funding in partnership with Seattle’s Office of Housing, underscoring his effectiveness in fostering strategic public-private partnership collaborations. His comprehensive and innovative approach, which integrates public-private partnerships, green and Tax Increment Financing (TIF) methods, and mission-driven private equity, positions Khevin Pratt as a dynamic leader committed to reshaping Washington’s affordable housing landscape over the next twenty years.

Project

Seattle is pursuing a vision of inclusive, resilient growth that prevents the displacement of low-income and historically underrepresented households from their communities. This initiative will analyze and implement key policies and programs to support this goal, with a particular focus on developing a Public Development Authority (PDA) to facilitate the delivery of accessory dwelling units (ADUs) and middle housing to families who might otherwise be excluded from development opportunities. By creating an increased number of pathways to housing stability and wealth building, Seattle aims to ensure all residents can participate in the city’s economic success both now and in the future.
