The City of Louisville and FUSE are collaborating to accelerate the implementation of permanent supportive housing as a proven strategy to address chronic homelessness. FUSE Executive Fellow Stacy Shireman will engage stakeholders across housing, healthcare, philanthropy, and government to identify barriers to scaling permanent supportive housing (PSH), including fragmented funding and limited coordination. Building on existing plans and best practices from peer cities, Shireman will help refine a comprehensive implementation strategy.

Shireman will develop an operational and financial framework to guide PSH delivery, including standardized service models, funding strategies, and performance metrics. The project will also strengthen data systems, coordination mechanisms, and public communication efforts to build support and accountability. By aligning resources and partners, this work will enable Louisville to meet its housing goals and create a more integrated, sustainable system that supports long-term stability for residents experiencing homelessness.
