Fresno County and FUSE are collaborating to build a data-driven framework to evaluate the impact of public health investments and guide resource allocation. FUSE Executive Fellow Elissa Schuler Adair will conduct a listening tour with stakeholders across government, academia, and community partners to assess current data systems, service delivery models, and funding structures. Through a detailed landscape analysis and review of national best practices, Adair will identify gaps and opportunities to better connect spending with population-level health outcomes.

Building on this foundation, Adair will design and pilot a comprehensive return-on-investment (ROI) methodology that integrates financial and programmatic data to assess cost-effectiveness and impact. The project will include developing analytical tools, conducting cost-benefit analyses, and delivering actionable recommendations for budget planning and program design. By institutionalizing ROI practices and building staff capacity, this work will enable Fresno County to make more strategic investments, improve health access, and drive long-term improvements in community health outcomes.
