The Los Angeles County Department of Health Services (DHS) relies heavily on contract workers, who make up 27 percent of the agency’s workforce. FUSE executive fellow Nichelle Toomire helped the agency understand the associated cost, use, and impact of this workforce, identifying opportunities for efficiencies. She also secured resources for and began implementing a dashboard that allows the agency to analyze staffing resources in real-time. With these enhancements, DHS is able to better serve the more than 500,000 people who rely on its services.
Continuing her work on the dashboard, Nichelle helped HSN use data to make decisions about contract hiring. She worked on sharing data across HSN departments and facilities, and she helped HSN use the dashboard to hire contractors proactively for planned and strategic purposes rather than on a reactionary basis. With improved staffing, HSH can, in turn, better serve its patients.
