FUSE is seeking a Manager of Recruiting to support and strengthen the systems, processes, and operations that drive the hiring of FUSE Executive Fellows and staff. With a commitment to operational excellence and data-driven decision-making, the Manager will play a central role in enhancing the performance of the organization’s recruiting function. This position focuses on optimizing systems, improving workflow efficiency, supporting high-quality candidate experiences, and ensuring the recruiting function is equipped with the tools and insights needed to meet organizational goals.

Location: FUSE is a fully virtual organization and this position can be based remotely from anywhere in the United States.

Annual Salary: This position offers a non-negotiable annual salary of $90,000 and robust benefits. More details can be provided upon request.

FUSE is a national nonprofit dedicated to increasing the capacity of local governments to work more effectively for communities. We embed private sector executives in city and county agencies to lead projects that improve public services and accelerate systems change. Since 2012, FUSE has led over 400 projects in 58 governments across 26 states, impacting a total population equivalent to 1 in 10 Americans.

When designing each fellowship project, FUSE works closely with government partners and community stakeholders to define a scope of work that will achieve substantive progress toward high-priority local needs. Projects address today’s most pressing challenges and opportunities, including affordable housing, economic mobility, climate resilience, public safety, infrastructure, technology, and more.

FUSE conducts a full executive search for each individual project to ensure that the selected candidate has at least 15 years of professional experience, the required competencies for the role, and deep connections to the community being served.

Executive Fellows are embedded in government agencies working with senior leaders for at least one year of full-time work. Prospective responsibilities may include thorough data analytics and research, developing enhanced operations and financial models, building change management and strategic planning processes, and/or building broad coalitions to support project implementation efforts. Executive Fellows are data-driven and results-oriented, and able to effectively manage complex projects. They build strong relationships with a broad array of stakeholders, foster alignment within and across various layers of government, and build partnerships between governments and communities.

Throughout the fellowships, Executive Fellows receive training, coaching, and professional support to help achieve their project goals.

Position Overview

Reporting to the Vice President of Recruiting, the Manager of Recruiting will play a critical role in ensuring our processes, systems, and operations effectively support the selection of Executive Fellows and staff. This role will strengthen the infrastructure behind our recruiting function—enhancing workflows, elevating the candidate experience, and ensuring our systems produce meaningful insights that guide strategic decision-making. The Manager will bring a commitment to operational excellence, a collaborative spirit, and a passion for FUSE’s mission to increase the capacity of local governments to work more effectively for communities.

Position Responsibilities: Key responsibilities include, but are not limited to:

1. Operational Process Improvement

  • Map and document recruiting business processes to identify opportunities for improvement and implement more efficient workflows.
  • Enhance systems and data management resources to strengthen the department’s operational performance; provide guidance for administrative work carried out by the Recruitment Associate.
  • Leverage technology and tools, including the use of AI, to streamline recruitment operations, improve data visibility, and support better decision-making.
  • Maintain and update standard operating procedures for interviewing candidates, ensuring clear, consistent, and scalable documentation.
  • Contribute to the ongoing refinement of FUSE’s hiring process and employer brand as the organization grows.
  • Develop, deploy, and maintain a project management system and associated tools to support all recruitment opportunities and activities.

2. Market Research

  • Conduct market research to identify trends, opportunities, and potential challenges that inform FUSE’s talent acquisition approach.
  • Set up and maintain access to relevant data sets, research subscriptions, and analytical platforms to ensure timely availability of insights.
  • Collaborate with the Recruiting Team to integrate data-driven insights into candidate outreach and pipeline development.
  • Leverage platforms such as LinkedIn and other job distribution tools to maximize visibility, expand reach, and engage diverse, high-quality candidates.

3. Systems Management

  • Support the vision, buildout, and ongoing optimization of the organization’s applicant tracking system (Crelate), ensuring the system effectively supports strategic goals and provides actionable data for leadership.
  • Regularly generate and interpret reports on pipeline status, operational performance, and key recruitment metrics.
  • Recommend and implement enhancements to systems and tools to improve efficiency, transparency, and performance across the recruitment lifecycle.

4. Host and Candidate Operations Management

  • Coordinate and manage operations of FUSE’s Recruiting Team in support of Executive Fellows and government partners.
  • Ensure seamless communication, scheduling, and coordination across candidates, internal stakeholders, and external partners.
  • Maintain a high standard of professionalism, responsiveness, and service orientation in all interactions.

Who You Will Work With

This position reports to the Vice President of Recruiting and will work daily with a Senior Director of Recruiting and a Senior Associate of Recruiting. The Manager will also collaborate regularly with peers across other departments.

Required Skills and Experience

  • A passion for civic innovation and a belief that local government can affect change in people's lives.
  • 5+ years of project management experience, including managing complex projects with multiple workstreams, stakeholders, partners, and vendors.
  • Strong technical aptitude and experience leveraging technology for operational efficiency.
  • Experience with talent acquisition tech stacks and Salesforce.
  • Demonstrated ability to evaluate program effectiveness and implement continuous improvements.
  • Outstanding interpersonal skills, communication skills, emotional intelligence, and a strong customer-service orientation.
  • Proven ability to work collaboratively within a fast-paced, evolving environment.
