The Philadelphia Department of Planning and Development is embarking on a strategic planning process to address housing affordability challenges that disproportionately affect low to moderate-income residents, especially underserved communities. The FUSE Executive Fellow will work with various city agencies to develop a three-year uniform strategic plan that informs the acquisition, maintenance, and disposition of surplus property. Through market analysis and stakeholder engagement, the Fellow will help streamline land acquisition processes, address zoning barriers, and increase inter-agency efficiencies.

This work directly supports Philadelphia’s commitment to creating 30,000 affordable housing units by 2030. By transforming vacant, city-owned lots into affordable homes through programs like Turn the Key Neighborhoods, the City aims to increase homeownership opportunities for underserved populations. The Fellow will establish a monitoring and evaluation framework to track outcomes, assess satisfaction, and provide data-driven insights that inform continuous improvement of the Strategic Plan, ultimately helping to create pathways for generational wealth-building.
