Los Angeles County’s Internal Services Department (ISD) plays a critical role in delivering essential services across the County, including IT support, energy management, procurement, and operations, while advancing key diversity, equity, and inclusion (DEI) initiatives. However, ISD’s current rate-setting and billing processes are inconsistent, causing customer departments to have challenges understanding their service costs. To improve operational efficiency and transparency, ISD will partner with FUSE Executive Fellow Game Quan to enhance financial management and streamline internal processes.

Starting in October 2024, Quan will implement a roadmap to modernize ISD’s financial practices by developing transparent rate-setting policies, automating billing processes, and creating user-friendly tools such as training materials and budgeting templates. Additionally, Quan will guide the rollout of improved human resources and accounting procedures, empowering team members to optimize their roles. By creating a cost allocation and recovery plan, this project will equip ISD to offer clear, equitable pricing for its services, ensuring efficient operations that enable ISD to continue supporting vital County-wide initiatives and fostering inclusive economic growth.
