The City of Tulsa and FUSE are working together to address blighted and vacant properties that undermine housing stability and economic growth, particularly in historically underserved neighborhoods. FUSE Executive Fellow Shelly Termini will conduct a comprehensive listening tour with city agencies, community organizations, and residents to identify systemic barriers, including fragmented data, enforcement delays, and limited redevelopment pathways. This work will be complemented by a landscape analysis of existing programs and policies, including rehabilitation funds and recent state legislation.
Using these insights, the Termini will design a coordinated strategy to improve how the City identifies, tracks, and rehabilitates blighted properties. This will include recommendations for streamlining legal processes, integrating property data systems, and aligning funding with affordable housing goals. Termini may also pilot targeted interventions in partnership with community organizations. Together, these efforts will create a scalable roadmap to reduce vacancy, increase housing supply, and strengthen neighborhood stability across Tulsa.
