As a FUSE Executive Fellow, Nathan Chai (2023–25) worked with the Salt Lake City Department of Sustainability to inform workforce planning and analysis under the City’s new Comprehensive Climate Action Plan (CCAP), aiming to increase green job opportunities for residents. He completed Salt Lake’s first regional clean energy jobs landscape and gap analysis, sharing forecasts to support a $1M city grant. He built public-private partnerships and hosted two innovation labs engaging 50+ stakeholders. Additionally, he analyzed the City’s and other leading apprenticeship models to inform the development of a new apprenticeship program for the Department of Sustainability.

As a FUSE Executive Fellow, Martin Challinor (2024—25) worked with the New York City Department of Environmental Protection (DEP) to establish a Project Management Office (PMO) aimed at enhancing operational efficiency and responsiveness. He introduced a structured, gateway-based project governance framework to align initiatives with strategic objectives. He also led the development and execution of a comprehensive database and process solution to support DEP’s multi-billion dollar 10 year capital budget planning, while laying the foundation for the creation of the agency-wide Office of Performance and Program Management (OPPM)—securing resources, tools, and devising processes.

YOLANDA R. OWENS (2023—24) is an accomplished professional with a background in civil engineering and contract administration. Recently appointed as the Chief Operating Officer for the Jackson Redevelopment Authority, she is focused on expanding the operational capacity and strategic vision of the organization. Previously, she served as Executive Director of the Jackson State University Development Foundation, bringing several years of non-profit fundraising experience to her role. Her corporate and volunteer work spans project management, strategic planning, and capacity building across corporate, higher education, and non-profit sectors. This distinctive skill set positions her to drive impactful initiatives, including her work on the Farish Street Historic District revitalization project.
