The Louisville-Jefferson County Metro Government (LMG) is addressing economic inequality through a targeted approach to foster entrepreneurship and real estate development within underserved communities. FUSE Executive Fellow Johnetta Roberts will lead a comprehensive assessment of the small developer landscape in Louisville, conducting listening sessions with stakeholders across local government, nonprofits, financial institutions, and the development community. The work will analyze previous technical assistance efforts, identify lessons learned, and research national best practices in small developer education to develop a robust, tailored program for Louisville’s needs.
The initiative will target two distinct groups: small developers who successfully manage small projects but want to grow their businesses, and contractors seeking to become developers. LMG has established a $3 million small developer fund to support mid to high six-figure projects, but its success depends on creating a pipeline of qualified developers and suitable projects. Roberts will develop a curriculum covering project financing, market analysis, and sustainable development practices while ensuring participants have access to essential incentives like affordable financing and land acquisition opportunities. Through strategic policy recommendations, the project aims to strengthen Louisville’s ecosystem for small developers, creating pathways for success that will drive wealth creation in historically underserved neighborhoods.
