Los Angeles County and FUSE are collaborating to modernize beach management policies to balance financial sustainability with advancing public access. FUSE Executive Fellow Atisa Sioshansi will conduct a comprehensive listening tour across County agencies, frontline staff, and community members, particularly BIPOC communities and people with disabilities, to understand barriers to access and funding challenges. Building on this engagement and a review of national best practices, Sioshansi will help define clear project goals and identify opportunities to align revenue generation with increased beach use rather than restricted access.
Sioshansi will lead the redesign of beach access policies and fee structures, identifying new revenue streams, pricing models, and service offerings that enhance both affordability and sustainability. In parallel, Sioshansi will support negotiations with partner cities to strengthen cost recovery and develop agreements that will increase access for all residents. The project will also include comparative policy analysis across jurisdictions to anticipate implementation challenges and refine solutions. Together, these efforts will equip the County with durable, community-centered policies that sustain beach operations while expanding access for all residents.
